The Orissa Tribal Empowerment and Livelihood Project (OTELP) focuses on empowering the tribals and enabling them to enhance their food security, increase their incomes and improve their overall quality of life through more efficient natural resource management based on the principles of improved watershed management and more productive environmentally sound agricultural practices and through off-farm/non-farm enterprise development.

Q: Odisha is not much known for farmers' suicide the way we hear it in Vidarbha, Andhra Pradesh etc. But of late such cases are being reported in the media. What's the reason?

A: When you look at the issue of farmers' suicide, it's an indication of the crisis that exists in the agriculture sector. This is linked to monoculture and intensive or industrial farming model that have been implemented in the country. Vidharbha for instance has been in the news on the issue of farmers' suicide mainly because there is one NGO namely Vidharbha Jan Andolan Samiti which regularly compiles the figures of farmers suicide and feeds to the media. Unfortunately there are no such NGOs elsewhere to do a similar job. So therefore we do not get the real picture of farmers distress in other areas where conditions are equally bad. If suppose this NGO also stops compiling suicide figures, our impression about Vidharbha as a suicide belt of India will also disappear. In other words, not only in Vidharbha, agriculture across the country is in a terrible crisis.

The Orissa Inter Agency Group (IAG) is a consortium of 21 humanitarian organizations actively involved in humanitarian responses in the state of Odisha. Besides coordinating and collaborating with the member organisations, the state government and other agencies with similar mandate it also provides quality assistance to people affected by disasters.

Over 4,000 families in India face serious risk from threats of leaks from Vedanta's red mud pond as the rainy season begins in June. Levels within the pond have already risen, amidst reports of two leaks in the last two months, threatening the communities' safety, health and livelihoods.

On 5 April and 16 May 2011, following heavy rain, local communities in Orissa state reported leakages from the 28-hectare red mud pond, owned and operated by Vedanta Aluminium, through its walls, polluting local streams and creating anxiety among the communities at the downstream villages of Lanjigarh, Bundel and Basantpada.

On 2nd May 2011, Indian Environment and Forest Minister Jairam Ramesh finally approved the diversion of over 3,000 acres of forest land, of the 4,000 acres demanded, for a steel-power-port complex of the POSCO India project.

Earlier, on 31 January 2011, Ramesh had approved the environmental and coastal regulation zone clearances that the project had secured in 2007, even though all these clearances were obtained by fraud, and thus illegal, as proved by two independent investigative committees that he appointed last year.

Based on evidence from this inquiry, the study presents a critical analysis of the environmental and social impact information of POSCO's steel-power-port components to expose the fact that regulatory agencies have inadequate information on the short term and long term impacts of the project on the basis of the information that the company supplied to them.  It also provides historical evidence

A 2-days Workshop on “Water conflicts in Odisha: Issues and way forward” has been organized during 28th – 29th, March, 2011 at Bhubaneswar by ‘Odisha State Centre’ of the ‘Forum for Policy Dialogue on Water Conflicts in India’. Environmental activists, thinkers, academicians, Government Officials, Farmer leader’s and Civil Society Organizations from different parts of the state participated in the workshop along with members of the National Steering Committee of Forum to discuss about the ongoing and emerging water conflicts in different geographies of the state.

The states of Assam, Bihar, eastern U.P, Chattisgarh, Jharkhand, Bengal, Orissa were allocated extra funds in the last year for this purpose.

The Dhamra Port Company Limited (DPCL) is a 50:50 joint venture of L&T and Tata Steel. DPCL has been awarded a concession by Government of Orissa to build and operate a port north of the mouth of river Dhamra in Bhadrak district on BOOST (Build, Own, Operate, Share and Transfer) basis for a total period of 34 years including a period of 4 years for construction.
