This document is a draft regulatory reform bill that has been made in response to the economic liberalization process that has been claimed to distance the relationship between State ownership and its responsibility for providing infrastructure services, as compared to the earlier situation, where infrastructure was provided almost exclusively by the public sector.
This has ushered a gradual shift towards private investment in infrastructure services where independent regulation assumes a critical role.

The key provisions of the draft bill include an institutional framework for regulatory commissions, their role and functions, accountability to the legislature and interface with the markets and the people. The proposed bill, if enacted, will supplement the existing sector-specific laws that set out sectoral objectives.

This Civil Engineering Course under the National Programme on Technology Enhanced Learning (NPTEL) on the broad subject of Watershed Management is being carried out by Indian Institute of Technology’s and the Indian Institute of Science, Bangalore as a collaborative project supported by the Ministry of Human Resource Development (Government of India) to enhance the quality of engineering education in the country, by developing curriculum based video and web courses. In these web based lectures, the authors have developed the subject in detail and in stages in a student-friendly manner.

The National Environment Policy (NEP) by the Ministry of Environment and Forests (MoEF) aims at mainstreaming environmental concerns into all developmental activities. It emphasises conservation of resources, and points that the best way to aid conservation is to ensure that people dependent on resources obtain better livelihoods from conservation, than from degradation of the resources. It argues that environmental degradation often leads to poverty and poor health outcomes among populations.
