Assessment of Jalamani programme on stand alone water purification systems in rural India - A report by Centre for Media Studies

This report by the Centre for Media Studies, New Delhi presents an assessment of the Jalamani programme of the Department of Drinking Water Supply, Government of India. The centrally sponsored programme commenced in 2008-09 aimed at installing simple Stand Alone Water Purification Systems (SAWPS) in rural schools to enable school children to have access to safe and clean water. The focus was on tackling bacteriological contamination and turbidity in ongoing rural drinking water supply programme.
The assessment study used both qualitative and quantitative techniques such as focus group discussions and in-depth interviews besides structured questionnaire for a variety of stakeholders and research questions. Another important aspect of the quantitative tools was testing of the raw and treated water samples. The study was undertaken in 320 schools spread across 20 districts and six states.

The various possible PPP structures for the sector were studied, and their applicability assessed in the context of the selected sample cities. Consultations led to development of term sheets for these PPP structures, which were identified as most suitable and feasible for implementation.
The above exercise has led to development of this report, which may be considered as a tool kit designed to help decision makers decide whether a particular project might be suitable for the PPP route or not. The tool kit can, therefore, be the basis for approving a project implementation structure as part of the overall project approval methodology.

It covers varying groundwater scenarios in the country including the highly developed metros, the hilly region, the coastal cities, the cities tapping unconsolidated and hard rock aquifers. The report briefly describes the administrative set up, status of water supply and demand, groundwater scenario, feasibility of rainwater harvesting and groundwater development strategy.
It is an updated version of an earlier report on “Groundwater in urban environment in India” (2000). Since then, groundwater regime, urban demography and water demand have changed enormously. This report will form a scientific base for an in-depth understanding of urban groundwater system including aquifer geometry, water level behavior and groundwater quality. The possibility of artificial recharge to rejuvenate the urban aquifers has also been discussed.

This Operation and Maintenance (O&M) manual for rural water supplies by the Department of Drinking Water And Sanitation and Water and Sanitation Program of the World Bank complements their Gram Panchayat Handbook released in 2010 . It takes into account the current aspirations and challenges facing the sector, and builds on the framework already set out in the National Rajiv Gandhi Drinking Water Programme (NRDWP) and Strategic Plan 2011-2022.

Initially used to buy 3-4 tankers per day with limited supply of water like in morning 1.5hrs., Noon 1 hr & Night 1.5hrs for the last 11 to 12 months. Now we have 24 hrs water and buying only 2 tankers per day.
