This is “to create manageable networks between JNNURM cities for cross-learning and sharing knowledge on urban reforms and governance”. The National Institute of Urban Affairs (NIUA) is the National Coordinator for this programme. The ‘Knowledge Support’ component of PEARL is supported by Cities Alliance.
