Inconsistencies in Centre's flagship irrigation scheme, reveals CAG audit

The districts of Tiruvallur, Chennai and Kanchipuram once boasted of a landscape densely dotted with wetlands and a lifestyle that was closely linked to the survival of these water bodies.

Going by the statistics from the Central Marine Fisheries Research Institute, Tamil Nadu’s coastline is densely populated with 573 fishing villages along 13 coastal districts. The story is slightly different around the urban and peri-urban coastline, thanks to the ongoing gentrification of the coastline in most parts of urban India.

For hundreds of years, tanks, both big and small, served people and cattle alike in Tamil Nadu. Chennai’s neighbouring district of Kancheepuram was the the wealthiest when it came to water through these means.

South India has a rich tradition of tanks with the three southern states of Tamil Nadu, Karnataka and Andhra Pradesh contributing to close to 92% of the total irrigation by tanks in the 1970s. Two decades later, this number dwindled to close to 53%. A decade after that, in 2001, the total contribution of tank irrigation in all of India was estimated to be just around 5.18%.
