Despite protest against forced acquisition of land, Himachal Pradesh Power Corporation Limited (HPPCL) and revenue administration today notified Section 9 of the Land Acquisition Act 1894, for approximately 680 big has (about 57 hectares) of land of Panaar Village for the Renuka Dam Project. In a letter to the Chief Justice of Himachal Pradesh High Court sent today, activists appealed for a stay on land acquisition for the project, considering the uncertainty surrounding the project.

It argues that economic, technical, institutional as well as social factors constrain access to safe drinking water and proper sanitation in India for both the urban and rural poor, and that coverage figures do not reflect this restricted access. It finds that, increasingly, communities are being required to manage their own water and sanitation schemes, not just in rural areas but in urban ones as well.
The paper deals with domestic water supply and sanitation and presents a historical overview of the phenomenon in rural and urban India. This is followed by a critique of available figures for coverage which, it is contended, seem exaggerated because they do not account for the several constraints to access. It addresses the specific institutional problems faced in the public sector delivery of these two utilities in India apart from dealing with the parallel yet thus far limited presence of the private sector in these twin arenas.

Posted on 13 Nov, 2010 07:18 PMThis series by Thingnam Anjulika Samom deals with the impact of modernisation, development and state policy on the traditional use, control and management of Loktak lake, the largest common property aquatic resource in Manipur. The Loktak Hydropower Project commissioned in 1983 has damaged the ecology of the largest freshwater lake in the northeast, and has altered the culture, agricultural and livelihood patterns of communities residing around Loktak. The series looks at what this common property resource used to be and what it has become.
Loktak, the 300-square-km lake is spread over three districts in the valley – Imphal West, Bisnupur and Thoubal and covers 61% of the total identified wetlands of Manipur. Besides being the source of livelihood for hundreds of people, Loktak also houses the floating national park Keibul Lamjao, the only home in the world to the endangered Sangai deer. It is not only the geographical topography of the lake that has changed in the last few decades. The lake is also beset by increasing pollution, siltation, rapid proliferation of phumdis and the commissioning of the Loktak hydel project in the 1980s Manipur or Imphal River, with the Loktak lake forming the headwaters to provide regulated storage for power generation.

With a very few and rare exceptions, these once-beautiful water bodies have been encroached upon, sources dried up or converted into sewage drains all over the country.Water is being sourced or pumped from sites upstream of the city for its needs or from long distances and the city administration has little incentive for cleaning its own muck. The dismal figures of urban sewage treated by sewage treatment plants, their installed capacity and efficiency stand testimony to this.

The barrage was built with the intention of diverting water into the Hugli river with a view to flush the sediment load into the deeper part of the estuary and revive the navigational status of Kolkata port. During the last three decades of its operation, the silt-management in the barrage was given scant or no attention. The sediment movement in the tidal estuary of Hugli is a function of a complex fluvial system that can hardly be governed by inducing 40000 cusec of water.

It adopts rule-curve based policy for conservation regulation of the dam developed for three levels viz. upper rule level, middle rule level (critical for irrigation) and lower rule level (critical for water supply and upstream use). The generated simulation model developed by the Water Resources System Group at the National Institute of Hydrology is used to simulate the system operation and to refine the rule curves.

The Watershed Response Model (WRM) has been used for this purpose. This model utilizes the Normalized Difference Vegetation Index (NDVI) and the Soil Brightness Index (SBI), the two important parameters responsible for soil erosion.
