 It was earlier scheduled to be held in Pune on 18th July. The day long workshop is aimed at sharing roadmap for implementation of the audit of rules under MGNREGA by the states and seek clarifications from the ministry.

As per the modifications in Para IX of the common guidelines for Watershed Development Projects, 2008, in the multi tier approach, it has been proposed that there would be a multi tier ridge to valley sequenced approach which should be adopted towards the implementation of the Watershed Development Projects.

National voluntary guidelines on social, environmental & economic responsibilities of business released
Union Minister of Corporate Affairs Shri Murli Deora released the “National Voluntary Guidelines on social, environmental and economic responsibilities of business” that will mainstream the subject of business responsibilities” in July 2011. At a function held in Ashoka Hotel, the minister expressed the hope that this guideline will strengthen and enable the Indian corporate sector to evolve into a global leader in responsible business.

He said the beginning of industrialization marked the transition from merchant charity to industrial philanthropy in India which was more secular, more inclusive in terms of caste, creed and community and more oriented to bringing progress to society through western style modern institutions.

Apart from making political donations for the freedom struggle, business fraternity also contributed towards many of the social and cultural causes. Mahatma Gandhi expounded the theory of trusteeship of wealth. Influenced by his teachings, many businessmen contributed for the cause of removal of untouchability, women’s emancipation and rural reconstruction.

Shri Salman Khurshid, Minister of Water Resources, inaugurated the first Consultation Meeting with the representatives of Panchayati Raj Institutions from the States of Andhra Pradesh, Kerala, Puducherry, Lakshadweep, Tamil Nadu and Karnataka on review of the National Water Policy at Water and Land Management Training and Research Institute (WALAMTARI), Hyderabad. Speaking on the occasion he said that our National Water Policy should be truly a National Policywith full participation of all throughout the country. He called upon the elected representatives of the Panchayati Raj Institutions to provide specific feedback on the centre’s role in water management from conflict resolution to co-operative development and on the ownership issue of groundwater. Shri Vincent H. Pala, Minister of State for Water Resources, briefed the elected representatives of Panchayati Raj Institutions about the consultation process undertaken by the Ministry of Water Resources for review of National Water Policy.

This approval is for the reconstitution of the Damodar Valley Corporation with four full time members, namely, Chairman, Member (Technical), Member (Finance) and Member Secretary; and six part time members, namely – one representative from the Central Government; two representatives – one each from the Government of Jharkhand and the Government of West Bengal; three independent experts- one each from the field of irrigation, water supply and generation or transmission of electricity. The Chairman will be the Chief Executive Officer of the Corporation. The posts of Financial Adviser and Secretary will be abolished.

MoEF signs three agreements with World Bank for cleaning Ganga and conservation of biodiversity in June 2011
The Government of India and the World Bank signed three agreements to for cleaning Ganga River and to Strengthen Rural Livelihoods and Biodiversity Conservation in India.

The River cleaning project is to the tune of US $ 1 billion (approximately Rs 4,600 crore) loan and credit that will form part of the Bank’s long-term support for cleaning the Ganga River. Two Biodiversity Conservation agreements are for a credit of US$15.6 million and US$8.14 million grant.

On this occasion, Sh Jairam Ramesh , Minister of State for Environment and Forest Minister said, “Two protected areas, one each in Uttarakhand and Gujarat, will put in place a complete new model of managing the protected areas while safeguarding the livelihoods of local communities. So far local community was looked as enemies of protected areas, but this has to be changed. We have to make local communities full partners in the protection and regeneration of these protected areas. These new models will be applied in other areas of the country.” Giving details of cleaning operations of last few years, the Minister said, “The objective of Ganga project is ‘by 2020 no municipal sewage and industrial effluent will be let into the river Ganga without treatment’. With the help from the World bank, we are taking a big step forward in achieving the Mission Clean Ganga”.

The incentive for one unit of Individual Household Latrine (IHHL) has been raised from existing Rs. 2,200 (Rs. 2,700 for difficult and hilly areas) to Rs. 3,200 (Rs. 3,700 for difficult and hilly areas). The central share out of this shall be Rs. 2,200 (Rs. 2,700 in case of hilly and difficult areas) and State Government share shall be Rs. 1,000. Minimum beneficiary share shall be Rs. 300. State Governments are allowed the flexibility to provide higher incentive for a household toilet, of the same or higher unit costs from their own funds.

The Consultative Committee of the Ministry of Water Resources met recently under the Chairmanship of Shri Salman Khurshid, Minister of Water Resources. Minister of State for Water Resources, Shri Vincent H. Pala was also present along with the secretary and other senior officers of the Ministry. 

Inclusion of a component relating to rural drinking water in the special package for drought mitigation strategies in Bundelkhand region of Uttar Pradesh and Madhya Pradesh - PIB release
The Union Cabinet approved an Additional Central Assistance of Rs.200 crore to provide drinking water in Bundelkhand during 2011-12.

 This would be in addition to the other measures approved by the Cabinet on 19th November, 2009 under the special package for implementing drought mitigation strategies in Bundelkhand.

Country to have normal monsoon this year - PIB release
The country will have normal monsoon this year. There is very low probability for season rainfall to be deficient (below 90% of LPA) or excess (above 110% of LPA).

 Releasing Long Range Forecast for coming June to September period, Union Minister for Science and Technology and Earth Sciences, Shri Pawan Kumar Bansal said, “The rainfall for the country as a whole is most likely to be normal i.e. 96-104% of Long Period Average (LPA).  Quantitatively, monsoon season rainfall is likely to be 98% of the LPA with a model error of + 5%.
