We want to install individual water meters for flats in Bangalore. Where can we get it from? Any specifications we should look for?

I am staying in an apartment with 16 flats, viz., 2 BHK (bedroom, hall, kitchen), 2.5 BHK and 3 BHK. Our borewell has dried up for the past three months and we have not been receiving any Cauvery water for the past 4 years. We are now depending on tanker water, sometimes two tankers and sometimes even three. Despite this, there is no continuous supply of water in the flats. We have done RWH and also have connected our RO waste water outlet to do ground water recharge for our dried up borewell. We are planning to work on getting the Cauvery water for quite some time. We are planning to install water meters in individual flats since we feel that the usage is not same for all the flats and some of us are paying a huge amount despite less usage. I would like to know how to go about installing the meters. I have a few queries.

1. Where to procure the meters from and which are the best and accurate meters available in market?

2. What will be the cost of the meters and how many would we require?

3. Should we look for any particular specifications while purchasing the meters?

4. Plumbing work and the plumber contact details who have done this type of work.

5. Billing system information.

6. What in case our efforts bear fruit and we get Cauvery water, and also borewell water, but we still need tanker water, how does the metering system work in such a scenario?

7. Any other information or contacts which would be helpful.
