Water found at 700 ft depth in borewell, from 920 to 980 feet the water level is better - At what depth should it be pumped?

I have drilled a borewell for agriculture purpose and the depth is 980 feet. We found water at 700 feet and from 700 feet to till 920 feet, the water level is constantly very minimal and from 920 to 980 feet, the water level is just ok.

I can't pump from 900 feet since the cost of pump and pipes would be high. Now my question here is, from what depth do I have to pump water?
