Want to start bottled water plant in UP - How to evaluate machinery supplied ?

I am planning to start a bottled water + soda plant in UP, with capacity of either 5000 lph or 10000 lph.

How do I find consultants for setting up the plant? Also how do I evaluate them other than the price they offer? Specially how do I evaluate the machinery?
