Want to build water catch basins/recharge pits in water stressed area, Rhode Island (USA) : Could you pl share relevant studies?

We are a small community on the East Coast, 120 families living on a peninsula, and living largely of two community wells.

Our problem is that our wells are stressed, our conservation efforts maximized and alternative solutions prove not feasible (e.g. desalination is ecologically too aggressive and too costly). We have been thinking now along the lines of building 4 or 8 rain water catch basins/recharge pits but we lack the theoretical framework to present to the community to advance our ideas.

You have much greater experience with this so we wonder whether you have any (formal or informal) studies you could share with us?

Basically, the issue is to demonstrate that recharging our aquifer with these ecological non-invasive means (as opposed to desalination) is do-able. And, of course,we would have to set forth to what degree we could potentially increase the recharging of our aquifer. If you have any information you can share with us, I would greatly appreciate it.
