Is starting a packaged drinking water plant in rural Maharashtra lucrative? How should I go about marketing it?

I would like to start a packaged drinking water plant in a rural area in Maharashtra Industrial Development Corporation (MIDC) allotted plots. Is it lucrative/feasible? How should I market the same?
