Reduced water supply from borewell during summer and upcoming residential project close by in CV Raman Nagar, Bangalore-Solutions?

We moved into our new apartment in 2004 in Kaggadasapura, CV Raman Nagar, Bangalore. There is a bore-well, which yields us sufficient water during non-summer months (approximately till January), and then the water flow goes down for next 3-4 months. During monsoon, the bore-well starts yielding water again.

There are only 16 houses, and we use water very judiciously. However, it is becoming increasingly difficult to get water in summer - water suppliers are unwilling to service us, as we are not their regular customers. We have implemented rain water harvesting (first to the sump, and surplus to the bore-well), but this hasn't changed the behavior in summer.

My queries:

1. If we make the bore-well deeper, will it yield water in summer too?
2. How do we know detailed information on the above?
3. Other than RWH, what else can be done to make sure that we are not abusing the water resource, and to make our bore-well better?

My another related concern is about a new "luxury" big ticket housing project coming up just 2 km away from our area. This will have 644 apartments with swimming pool and the works. I am concerned that the bore-wells they dig to support this huge project will drain the other wells in the area, and trigger an even more acute water shortage. The project is expected to complete in 3 years; but I am worried. Is my worry justified? What can be done to make sure that we end up getting no water during summer season?
