Normative staffing standards in urban water utilities in Maharashtra: Developing a staffing strategy

Are there any normative staffing standards (e.g. how many staff at what levels)  for urban water utilities in India, other than CPHEEO norms? If yes, what are they? I work on a HR research project.
 
1. The information is needed to devise a staffing strategy for a new water utility in Maharashtra.
2. The end use of the information is to produce a HR Mapping for the new utility, in comparison with the sector bench mark 
3. The affiliation is completely academic
4. The level of details can be restricted to i) top management staff ii) middle management level iii) operational level and iv) indirect
