Newly drilled borewell in Bangalore has no water - Camera tests reveal silt accumulatiuon - Will re-drilling the bore help?

We have drilled a borewell in Vidyaranyapura 30x40 constructed house on 28.8.12, and drilled upto 180ft, first water found at 75 feet 1" and then at 180ft., and they they informed can not drill further since water pressure is more and stopped the drilling.

Total yield declared was 2" up to 180 feet. It was hydraulic drilling, first they have done slow boring upto 45ft and then with hydraulic. We have installed a motor on 1.9.12 and there was no problem till 19.9.12. On 19.9.12 when we switched on the motor there was no water and on checking the motor, it was OK they told there is no water it is dried.

Again on checking through camera found 75 ft., water available and passing to the bottom but in the bottom up to 165 feet silt is filled and water is not getting stored. Since the drilling was only up to 180 feet, plumber suggested to go for redrilling instead of pushing the silt.

Now our question, the water which is coming from 75 feet, where it is going? Why is it not getting stored at the bottom? We have installed filter pipe to avoid silt formation, now what is the suggestion, should go we go in for redrilling or pushing the silt from bottom?

Since redrilling costs are double and our borewell is drilled just a month back, even after redrilling whether this problem will be solved or it repeats.
