Need to salvage 200ft borewell in Hyderabad,water at 75ft,obstruction at 80ft - Is there an easy way to clear it, as rig cannot be used?

A bore well situated under our apartment in Hyderabad has become unusable because of a rock obstruction. The bore is 200ft deep, has water at 75ft and the obstruction at 80ft.

It is known that the bore is clear below the obstruction. Our effort to clear the obstruction is not successful so far. We can not use a rig because the bore is under the roof and the clearance is 9ft. Is there any easy way to clear/break the obstruction?

Another 550ft deep bore has gone dry.
