Need remedy for low yield of borewell in an apartment in South Bangalore, Karnataka - Incurring high costs to replace pump and dig another borewell

We are a residents Apartment consisting of @ 68 flats in Bilekahahlli, Begur Hobli area of South Bangalore. We have 2 borewells. The old one was @ 450 ft and had gone dry and the later one was @850 ft which current is yielding very low water. This had been yeilding good water for last 3 year till recent last one month when a borewell was dug nearby.

We had called for some borewell guys and one of them suggested that it is due to the pump. We replaced the pump of 5 Hp 30 stages lubido with 5 HP 60 stages- Texmo pump after incurring a cost of @35K. It did some yiled but not significant and the very next day another borewell was dug nearby and the yiled went lesser.

We then decided to have a  camera test done and found that there was several points below 550 ft and odd. The static water head was @700 ft.and the pump @ 760 ft. When we start the motor after a long rest the output is high but slows down later.  Hence we went for Hydrofracturing through Ganesh P of Ayappa who now runs Triveni Machinary and is talked of in this blog. Unfortunately eventhough we heard of 97% sucess rate , we failed here too and thus have incurred so far a total of 75 K and odd.

We have constraints of common area and the current location of our borewell is highly restrictable to trucks. We are now at the mercy of the tankers who are not only charging very high but also inconsistent in supply . We are facing severe water crisis and require help here. We are running our pump almost 24 hrs and even got a electricity bill of 40K bombed on us. we are depleting our finances and are looking out for some sort of guaranteed solution ,as trial and error are not working much 

Can anyone suggest something that may yield positive results
