Need reasons for increased line pressure and its impact on water treatment plant : Need a better design to be implemented

     We have recently installed a water treatment plant  for our apartments. We have installed this during the summer season. A 2 HP submersible pump of Kirloskar make is connected to the treatment plant. The water from the plant will directly fall in to the over head tank. The discharge volume that the plant can handle is 300 lts per minute and minimum pressure required so that the water can flow through the plant is 3kg/ cm2.

We were able to get the sufficient pressure that is required for operating the plant and when checked the line pressure it was 2.5 to 3 kg/cm2 during operation of the plant.
    
    Recently there is an increase in the line pressure to more than 5 to 6 kg/cm2 during the operation of the plant. I suspect that due to rainy season there is a good level of water in the bore well and the discharge has increased. Due to the increase in discharge and limitation of water that can flow through the plant (300 lts per minute) is resulting in increase in line pressure during plant operation.
    My questions are: 
    1) Is my suspicion with regard to the increase in discharge right?
    2) Will there be increase in water discharge during rainy season?
    3) Will this situation result in any damage to pump and pipe line?
    4) We have a sump in the basement. Will it be better if we first pump the water in to the sump and to pump water from sump to over head tank through the water treatment plant? This way we can have a constant flow and pressure through the plant in any season.
   
Kindly suggest a better design if any to be implemented.
