Need information on how to grow MLSS for RCL (Row Lintel Cotton) effluent

Hello, I would like to know how to grow Mixed Liquor Suspended Solids (MLSS) from RCL effluent. The current effluent treatment system has the facility of collection pond, primary clarifier and aeration through normal route. Please suggest.
