Need advice on the right type of filtration technique to purify water for drinking purposes in a school in New Delhi - Need the cost, brand name and specifications of the filter

Dear Sir, First things first accept my heartiest best wishes for making this web community and make the general public and lay man aware of a very laudable cause of water conservation. I could not work my way around to the specific forum so I am posting here, Mod may please shift this post if it is not in proper field.

I have come in here to ask for little help with a query. We are a group of alumni who want to donate a pure water drinking system to our institution where we studied. This endeavored is purely funded by our fiancés. The institute has a total strength of about 1400 pupils and staffs for which we need to provide the system. I have been trying to look around for suitable guidance and this website was heaven sent for me esp. in the light of the fact that either local operator were not guiding me and trying to contact big firm like dowtec India or GE India I became aware that this is too small a project for them. (I must mention here that we are on a limited budget and it is more like do it yourself project) my queries are as under.

1) How much filtration capacity we need to install considering 1300 junior and 100 adults habiting the premises for average of 7-8 hours.

2) For now the overhead tanks are fed by booster pumps with groundwater (which is chlorinated before supplying to over head tanks) that contains a very small amount of sand in summer months when demand is high and aqueducts don’t get re-pleated sufficiently. 

3) The institute is based in Delhi in a rocky terrain and quality of ground water supply in contract to elsewhere in Delhi is remarkably good not very salty but water is still on hard side rather then being pleasant to drink.

4) For such water what type of filtration system do we need? I am not an expert but I am aware that most RO systems tend to remove lot of healthy minerals and salt from water. So please advice what all do we need to install? I am thinking of a pre filter to remove sand particulates and active carbon filters and a suitable strength RO membrane that bring TDS down to about 180 to 200 and use UV light filter in end. Is this suitable enough? The idea is that water should become sweet enough and not taste like bore well.

5) Also advice about what brand and technical specification filters and membrane to use and where I can procure them at reasonable price.

6) Where in Delhi I can take the water sample for profiling/testing to a govt lab and also get further advice in this regard. I hope the lab testing is not very expensive.

7) What should be indicative price to set up the whole jig? While talking to local dealers in Delhi I got the feeling that they were evasive about price issue and wanted to know my ‘limit’ before they even advice me what setup should be installed!!

8) And lastly, about how much of water in liters will be rejected form advised capacity of plant everyday and what is best method to dispose off that TDS rich water.
