Massive reduction in water pumped from borewell in colony in Mumbai- Even after unwinding, pump not working efficiently- Advice?

Dear Sir,

I am from Mumbai and my name is Nikhil Rege. We have 2 bore-wells in our colony of 156 flats and both borewells are 60 feet deep. 

1. The 1st bore-well pump, pumps water to 2 overhead tanks situated on the 7th floor of wing No. 1 which supply water to 100 flats in No. 1 wing and

2. The 2nd bore-well pump, pumps water to 1 overhead tank again situated also on the 7th floor of wing No. 2 which supplies water to 56 flats

The borewell pumps and motors were not removed and serviced or repaired for the last 7 years so last week I removed the pump and the motor of 1st bore-well and got it serviced but even after the necessarily unwinding done to the motor and change of stages to this 15 stage bore-well pump and change of gaskets, bushings etc the water supply to the overhead tank still remains scanty.  This is really making me nervous as I have spent close to 12,000 Rs. to get the job done and still the water supply has not improved.

Please advise what can be the problem as I am now nervous to take up the 2nd borewell pump and motor for servicing and repairs.

FYI, the pipe lines coming from the 2 borewell pumps are interconnected to supply water to all the 3 overhead tanks, this is done as a precautionary measure so that incase there is a failure of 1 borewell pump the 2nd borewell water can still be pumped into all the 3 overhead tanks.

Please if you can give your valuable advise or even ask me questions if of doubt so that you can come to a logical solution to the problems.
