How to get electricity connection for new bore in a village covered under AP WALTA? What are the villages in Andhra Pradesh covered by the Act?

Hi,

I am Sreenivas from West Godavari district, Andhra Pradesh.. I have 12 acres of agricultural land in my village where I have lemon and tobacco. My village is covered under the Andhra Pradesh Water, Land and Trees Act (AP WALTA). 

In my village, some of bores are not functioning properly. I want to dig a bore in another suitable location in my land. I have a bore and for this old bore, I already have an electricity permit. I had gone to get permission from the concerned MRO but he did not give permission saying that my village is covered under WALTA.

Will electricity permission be granted for the new one? Is there a requirement for transfer of permission from the old borewell to the new one? What sort of interaction should I take up with the authorities like Mandal Revenue Officer (MRO) and Electricity Officer?

I also want the details of villages under the WALTA Act. Please provide me with all the necessary information.
