How do we end the goonda raj of the water mafia in Bangalore,Karnataka?

The summer is yet to begin, but the water woes have already begun in Bangalore. Bore wells in some of the areas have already turned dry. Underground water table in many areas of Bangalore east, north, Devanahalli and Sarjapur road has plummeted from 500 feet to 1400 feet. As per the meteorological department's prediction, this summer will be the hottest compared to the last 10 years' summers.

And we don't have any plans in place to solve this crisis. The irony is that the water mafia extract underground water in the vicinity of apartments and residential areas making water to become unavailable for the entire neighborhood and in turn sell it to them at exorbitant prices. Why doesn't the government stop this loot? The government should think of setting up larger STP's such as the ones in Singapore to resolve the issue of water availability and scarcity.
