How can we predict the consequences of higher rainfall in urban areas?- Implications on water table, surface run-off and wastage

Hello Sir/Madam,

Now a days rainfall has been recorded to be higher in urban areas than rural areas, hence obviously runoff is more in urban areas, water wastage also has become more. Please tell me how to predict the consequences.
