Drilling rig stuck at 75 feet while digging borewell - How can it be removed?

I am new to this blog. A couple of days back we had started drilling a borewell in my house and after reaching 75 feet depth it got stuck up and we are not able to remove the rods and the rig. Water has come at the 50ft level. The operator said because of the pebbles at that level (pebble layer) it got stuck. Later he left the rods and rig as it is in the borewell and went away. On the next day, he got some caustic soda mixed with water and poured in the borewell. It seems it can make the rods and the rig loosen and till then he is not turning up to remove the rods from the borewell. 

My question is, can it be removed with any other technology? Is it a really tough job?

We are facing huge problems without water, but the bore person has no mercy on us. What I observed is, he doesn't want to waste his time for removing the rods from the borewell as it takes much time. Instead, he will drill some more borewells outside where he can get some money.

Even I was told that, if the drilling rods cannot be removed, he will leave the rods and bear the loss it seems.

Please give me some suggestions and help me in this regard. I will be very much thankful to all those who give me some suggestions.
