Dissolved salts level maintenance by flow control in ion-exchange water softener

While going through the questions and answers on various water quality issues especially on reducing water hardness I came across an interesting fact that safe water for drinking purpose must have a hardness between 80 to 120 ppm of dissolved salts. This value contradicts western world's claims that 17.1 ppm dissolved salts content is safe for use as potable water.

Can the above (80 to 120 ppm) be achieved by only controlling the flow in an existing ion-exchange water softener?
