Disruption in water flow after new borewell motor inserted in an apartment in Bangalore - Can we find the depth & flow of water?

I am Secretary of United Residents Association, Yelahanka, Bangalore.

Following are my queries :
1. We had a borewell running for about 12 years and after the motor failure, we replaced the motor with a new one.
2. The depth of the pipe length is about 280 feet (13 to 14 pipe lengths).
3. When we removed the motor, we could see the water level and felt that we have sufficient amount of water. However, after replacing the motor (5 HP), the water flow / force is erratic i.e. the water comes for about 10 mins and stops for a minute or so and again the flow starts. Why this happens? Is it happening because the water yield or flow is poor. Now, can we operate the motor continuously the whole day?
3. We have supply the water to 15 blocks and 240 residents.
4. Is it possible to find the depth of water and flow of water though some means and if yes, can you provide us the detail of contacts in Bangalore who can be contacted.

Another Question :

We have another borewell which has gone upto 1000 feet, but we face frequent burning of motor. We found water levels from the 10 th pipe length.
Recently, when we operate the motor, the MCB is tripping after 5 minutes. The authorities are telling us it is because of less water in the borewell, but we are not convinced. What could be the reason for MCB tripping?
