Bore rigging failed - Drill bits stuck in the bore - What steps and precautions should I take before I drill another borewell?

I got a borewell done in BTM layout, Bangalore. The diviner came and selected the spot and assured that I will get water at 320 feet. I faced a major problem. The rigging agency rigged the bore till 205 feet and he told me that there was loose sand till 140 feet, then there was hard sand from 140 to 183 feet, later we got the rock. We had to put 200 feet of metal casing 6", with 140 feet of plastic casing of 10". Then he started rigging but was not able to go down further. The drilling bit got jammed inside he struggled for 2 days to remove the drill bit and the rods, but in vain. He was not able to remove the bits, he left it as it is and closed the bore and left our site

I want to know what may be the exact problem in this case? What steps and precautions should I take to drill one more borewell?
