Supporting Sustainable Sanitation Improvements in Bihar

PSI is currently implementing an ambitious 5 year project 3Si – Supporting Sustainable Sanitation Improvements in Biharthrough supply side strengthening, with funding from the BMGF. This project aims to catalyze private sector response to constructing over 500,000 toilets in 8 districts of Bihar.

Responsibilities

Development and adherence to work plans

1.Initiate work as per project proposal and work plan, update the work plan on a quarterly basis or as per the requirement; develop annual work plan after the end of one year of the project
2.Assist implementing TEAM to develop work plan respective partner would be responsible to undertake in line with the approved work plan in coordination with the Marketing, Finance, Project Staff and State Programme Managers in respective states
3.Work on progress reports along with the state teams and submit them as per donor requirements to the COP.

Technical assistance to state teams and partners

1.Analyze the progress by technical packages; share field experience, lessons learned, research/assessment findings and coordinate inter-package linkages on field activities with the support and guidance from COP/Consultants.
2.Conduct field visits to partner & identifies strengths/weaknesses in program implementation and provides on-the-spot feedback and technical assistance to improve both individual and institutional performances for effective programming.
3.Develop and implement systems for sharing of information and experiences among sub-guarantees
4.Identify Technical Assistance needs of Partners; work on the TA plan with the State Programme Managers.

Program coordination and partnership

1.Plan and organize periodic coordination meetings in the SPOs to share and update about   the other national level programs.
2.Liaise with stakeholders at the State level to brief them on project progress.
3.Participate in project related meetings at the HO level, participate in workshops & consultations, represent SCI and when needed.

General

1.Holds self accountable for making decisions, managing resources efficiently, achieving and role modelingPSIWASH values
2.Holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved
3.Provide additional support to child survival activities as per the requirement of state and the National team

Competencies and soft skills

Academic: Master’s degree in Public Health Engineering / Geohydrology / Public Health / Rural Development, Civil Engineering with extensive experience of Managing & Implementing WASH Projects at the INGO level 

Experience / work knowledge: At least 10 years of experience / association with Water and Sanitation projects including 5 years of project management and implementation ofWASH; experience of work in both rural and urban settings desirable; experience of construction/Design of WASH structures important

Personal specification

1.Degree in Public Health Engineering/ Geohydrology / Public Health / Rural Development/ Civil Engineering with extensive experience of Managing & Implementing WASH Projects at the INGO level – Added qualification in Marketing or finance will be  preferred.
2.10 years’ experience of working on WASH issues; experience in both rural and urban WASH desirable including work with Private sector models and financial inclusion institutions.
3.At least 5 years of experience in programme management and implementation of WASH programmes, preferably within the INGO sector
4.Good understanding of the Govt. policies/laws/ programmes relating to WASH issues including Familiarity with international health, development issues and the international donor community
5.Excellent skills in writing/documentation
6.Excellent networking and interpersonal skills
7.Excellent computer skills
8.Excellent planning, facilitation and presentation skills
9.Excellent problem solving and leadership skills
10.Fluency in English and Hindi (spoken and written)
11.Proven diplomacy and negotiation skills
12.Proven technical skills including expertise in the design and implementation of social or commercial marketing strategies with experience of logical frameworks, marketing planning and program management tools will be an added advantage
13.Ability to work effectively in partnership with a variety of audiences and organizations
