Vision, Strategic Framework and Plan of Action (2010-11)
The Mahatma Gandhi National Rural Employment Guarantee Act, 2005, (MGNREGA) was enacted on 7th September 2005 as “An Act to provide for the enhancement of livelihood security of the households in rural areas of the country by providing at least one hundred days of Guaranteed wage employment in every financial year to every household".
The objectives of MGNREGA are:
a) Providing wage employment opportunities
b) Creating sustainable rural livelihoods through regeneration of the natural resource base i.e. augmenting
productivity and supporting creation of durable assets
c) Strengthening rural governance through decentralisation and processes of transparency and accountability
This document by the Ministry of Rural Development (Government of India) includes the vision and strategic framework of MGNREGA drafted by MoRD, New Delhi. This strategic framework has been further converted into a Plan of Action (Key activities, time line, responsible agencies, outcome indicators etc) for the current fiscal year. Now the state governments have to elaborate the broad framework into specific targeted activities at their level in consultation with the Districts, Blocks and Gram Panchayats.
