MoEF reconsitutes the National Coastal Zone Management Authority

the Central Government constituted the National Costal Zone Management Authority for a period upto the 31st December, 2010.

And whereas, the Central Government is of the view that such an authority must be reconstituted.

Now, therefore, in exercise of the powers conferred by sub-sections (1) and (3) of section 3 of the Environment (protection) Act, 1986 (29 of 1986) (here in after referred to as the said Act), the Central Government here by reconstitutes the National Costal Zone Management Authority (here in after referred to as the Authority) consisting of the following persons with effect from the date of publication of this order to the 31st December, 2011.

The Authority shall have the power to take the following measures for protecting and improving the quality of the coastal environment and preventing, adapting and controlling environmental pollution in coastal areas, namely:

  1. Co-ordination of actions by the State Coastal Zone Management Authorities and the Union territory Coastal Zone Management Authorities under the said Act and the rules made there under, or under any other law which is relatable to the objects of the said Act.
  2. Examination of the proposals for changes and modifications in classification of coastal zone areas and in the Coastal Zone Management Authorities and making specific recommendations to the Central Government therefore;
  3. (a) Review of cases involving violations of the provisions of the said Act and the rules made there under, or any other law which is related to the objects of the said Act and, if found necessary, issue directions under section 5 of the said Act;
    (b) Review of cases under sub-paragraph either suo-moto, or on the basis of complaint made by an individual or a representative body, or an organisation functioning in the field of environment;
  4. File complaints under section 19 of said Act in cases of non-compliance of the directions issued by it under sub-paragraph and
  5. To take action under section 10 of the said Act to verify the facts concerning the issues arising from sub-paragraphs.

National Coastal Zone Management Authority will consist of the following persons;

  1. Secretary, Ministry of Environment and Forests, New Delhi - Chairman
  2. Director, National Institute of Oceanography, Goa - Member
  3. Chief Town Planner, Town and Country Planning Organization, Government of Goa - Member
  4. Member or an Officer of an equivalent rank, Central Groundwater Board, New Delhi - Member
  5. Joint Secretary (Tourism), or his representative, Ministry of Tourism, New Delhi - Member
  6. Director General (Fisheries), Ministry of Agriculture, New Delhi - Member
  7. Dr. Ramchandran Ramesh, Institute of Ocean Management, Anna University, Chennai - Member
  8. A representative from Space Application Center, Ahmedabad - Member
  9. Prof. S. Ramachandran Vice Chancellor, University of Madras, Chepauk, Chennai - Member
  10. Dr. M. Baba, Executive Director, Advanced Training Center for Earth System Science & Climate, Indian Institute of Tropical Meteorology, Dr. Homi Bhabha Road, Pashan, Pune – 411 008 - Member
  11. Shri V. Vivekanandan, South Indian Federation of Fishermen Socities, Karamana, Trivandrum - Member
  12. Joint Secretary/ Adviser, In-charge of Coastal Zone Management - Member
