It begins by stating that access to clean drinking water and sanitation facilities remain a big challenge in the country. In the backdrop such deplorable situation, the 12th five year plan (2012-17), has given primacy to the issue, whereby there has been an increase in budget allocation by 40% for rural drinking water and sanitation. The various issues discussed by ministers and secretaries of different states during the two day conference are elaborated in the document.

With a brief description of the points highlighted by the Minister of Rural Development and Drinking Water, the document goes on to review, how different states have fared in the Total Sanitation Campaign. Then it also covers how different states have performed in implementing National Rural Drinking Water Programme (NRDWP), state specific discussions and water quality issues, new initiatives proposed by states, utilisation of funds and reporting of issues related to drinking water, discussion on sanitation and proposed action plan are some of the other aspects covered in the document.
