How railways can be used to transport water from flood affected to drought prone areas: A proposition

Flooding is a big problem in North India. The solutions can be short as well as long term. While the long term solution is being worked out by the Government, we can focus on short term solutions immediately. The railways can be used to transport huge quantities of water from one area to another.

For example: the rail wagon can carry 70,000 litres of water. On an average, 60 bogies can be connected to a goods train and this will amount to almost 70000 x 60 = 42,00,000 lit (42 lakh litres!) of water.

I have also made a complete technical analysis  of the cost v/s benefit for this solution. It can be submitted if the idea is approved for the implementation.
